- Open meetings and when they are required
- Basis for enacting rules
- Hierarchy of declarations, bylaws, rules
- Developing, reviewing, adopting, and enforcing rules
- Communicating rules to owners
- Creating a handbook
- Procedures for conducting a rule enforcement hearing
- Internal and external resources available for enforcing rules
