This course is designed to help board members gain an understanding of Association Rules & Regulations.  This course will give attendees an understanding of: 

  • Open meetings and when they are required
  • Basis for enacting rules
  • Hierarchy of declarations, bylaws, rules
  • Developing, reviewing, adopting, and enforcing rules
  • Communicating rules to owners
  • Creating a handbook
  • Procedures for conducting a rule enforcement hearing
  • Internal and external resources available for enforcing rules

Kerry Bartell

Kovitz Shifrin Nesbit

Kerry Bartell is a principal with the law firm of Kovitz Shifrin Nesbit and has been practicing with the firm for over 16 years. She concentrates her practice in the area of Common Interest Community Association
(condominium, townhome, homeowner, Master) law.

Kerry's expertise includes providing guidance on general matters relating to associations, as well as counseling the board of directors for an association on corporate actions, contracts, dispute resolution and other issues relating to the association as a corporation.

Kerry conducts seminars and webinars on community association law for homeowners, property managers and community associations in the Chicago land area. She is a frequent speaker at industry tradeshows and has written numerous articles featured in publications such as the Chicago Tribune, Common Interest, and Chicagoland Cooperator.

Kerry is also actively involved with Community Association Institute (CAI), where she served on the Board for six years and as Illinois Chapter President for two years. She currently serves on the Chapter Awards and Nominating Committees.

Kerry received her undergraduate degree from Northwestern University and is a graduate of the Chicago-Kent College of Law.

Brittany Kojzarek

Property Specialists, Inc.

Ms. Kojzarek has been with Property Specialists, Inc. since May 2005 when she began as a filing clerk. Through her tenure with PSI she has worked in several capacities, with many of her years spent in the Accounts Receivable Department working closely with the Associations attorneys on the collection of assessments. Ms. Kojzarek acquired her CMCA in 2013 and AMS in 2017. She has been a key asset in bringing in new technology and implementing it at PSI. In addition to her responsibilities at PSI, she is very active with CAI-IL as past Chair of the Marketing Committee, current Chair of the Manager Education Committee, member of the Volunteer Commission, and 2020 Olympus Award winner. She hopes to earn her PCAM within the coming year.
